Founding Partner
Charlie has briefed or argued over 30 cases in Pennsylvania’s state and federal appellate courts, including a successful argument before the Pennsylvania Supreme Court. Charlie writes bi-monthly articles on health law and policy issues in Keystone Physician and has made numerous presentations to physicians on various compliance, fraud and abuse, HIPAA Privacy, reimbursement and managed care topics.
Charlie received a Bachelor of Science degree, cum laude, from Elizabethtown College, and a J.D. degree from The Dickinson School of Law. He is admitted to practice law before the U.S. Supreme Court, Pennsylvania Supreme Court, all Pennsylvania civil and appellate courts, the U.S. District Court for the Middle District of Pennsylvania, and the U.S. District Court for the Eastern District of Pennsylvania.
Charlie Artz, founding partner of Artz Mayernick Health Law, concentrates his practice on health law, representing physicians, physician organizations and other providers in fraud and abuse, Stark and Anti-Kickback compliance; fraud and abuse, Stark and Anti-Kickback defense; False Claims Act defense; government and commercial third-party payer post-payment and Medicare contractor audit defense; HIPAA Privacy and Security compliance; and medical practice-related business transactions.
Charlie has drafted and implemented compliance plans for numerous medical specialty practices, multi-specialty and multi-disciplinary practices, and physician practice management companies. He has negotiated and represented health care providers in contracts and government overpayment audit and refund cases, health care false claims and criminal fraud defense cases before federal and state authorities, defended OCR privacy investigations and has analyzed and structured institutional and individual provider arrangements to establish compliance with state and federal anti-referral and anti-fraud and abuse statutes and regulations.

John Mayernick is the Managing Partner of Artz Mayernick Health Law. John focuses his practice on regulatory, corporate and transactional matters in the health care industry. John also manages client real estate transactions and is very experienced in labor and employment issues.
As a regulatory attorney, John routinely provides advice to clients related to complex health care statutes and regulations, including the Anti-Kickback Statute, Stark law, False Claims Act, Civil Monetary Penalty Law, OSHA and HIPAA. John endeavors to make these complicated regulations understandable to clients and provide strategies to address issues arising under each.
As a corporate attorney, John routinely organizes business entities, drafts Bylaws and Operating Agreements, and provides corporate governance advice. John also helps clients with shareholder/member buy-in and buyout transactions and mergers, consolidations and acquisitions.
